The Context — The History
Joshua 21 records towns given to the Levites, including cities of refuge where someone who killed unintentionally could flee for fair trial. This administrative list reflects God’s concern for justice, worship, and ordered community life in the land Israel was settling.
The Narrative — The Lead-Up
After dividing the land among tribes, Israel assigned cities to Levi, who received no territorial inheritance. Among Gad’s contributions were Ramoth in Gilead, designated as a city of refuge, and Mahanaim, showing how law, mercy, and priestly service were woven into Israel’s geography.
